A Partnership Between
Georgia Government Management Information Sciences (GA-GMIS)
The University of Georgia’s Carl Vinson Institute
of Government (CVIOG)
Co-Sponsors:
The Georgia Municipal Association and
Association County Commissioners of Georgia,
Focus of certificate program:
Curriculum will consist of Leadership/Management Skills
training and Technical Skills training related to Information
Technology Management and the completion of a written project
demonstrating the application of learned skills.
Number of hours required: Completion of
nine six-hour courses equaling 54 contact hours
Leadership: 36 hours
Technical: 18 hours
TOTAL: 54 hours
Entry Fee for the ITLP:
To enter the program, participants will pay a one-time non-refundable
application fee of $100 to be paid in addition to the registration
fee for the first class in which the participant is enrolled.
Course Offerings:
Fall Conference: one-day pre conference course and a one-day
course during the conference
Spring Conference: one-day pre conference course and a one-day
course during the conference
Other recognized courses offered at the International Conference
or other state conferences by the Vinson Institute of Government
Georgia Government Management Information Sciences
Role (GA-GMIS):
Georgia GMIS will manage all conferences including sending
of brochures, marketing the program, handling registrations,
collection of fees, paying of CVIOG invoices related to
course fees, instructor expenses, and expenses for program
manager or coordinator attending board meetings. GMIS will
assign a board member to be as “Technical Program
Coordinator” to be responsible for identifying presenters,
lining up presenters, and distributing and collecting registration
cards and course evaluations for all Technical courses.
Registration cards and evaluations will be sent to the CVIOG
Coordinator within one working week of the end of the conference.
Vinson Institute of Government Role In Administering
the Information Technology Leadership Program (ITLP)
The Vinson Institute of Government’s primary roles
will be that of curriculum developer, provider of instructors
for the ITLP program, and data base manager for certification
purposes.
The Vinson Institute of Government will keep and maintain
all registration data in a database in order to track participants
training hours and courses towards the ITLP Certificate.
The Vinson Institute of Government will present ITLP certificates
at appropriate events so as to recognize graduates in a
“public” setting.
Invoices from the Vinson Institute of Government to GA
GMIS will include enrollment fees, cost per day per class
of training based on minimum of 20 participants will be
$850 with an additional fee of $10 per person over 20, and
all other training related costs i.e. assessment instruments,
instructor travel expenses, materials UGA has to pay for
the rights to use, and unusually high printing costs. If
multiple instructors or special instructors are required
for a course, cost will vary and the Training Committee
consulted within 90 days of training for approval for instructor
costs exceeding the $850. CVIOG will have the instructor
on-site distribute and collect training registration cards
for leadership courses. (for credit to be given for any
course, full attendance and completion of the registration
card is required).
The Vinson Institute of Government Program Manager will
be responsible for contacting and contracting with the instructors
and for maintaining the training curriculum as well as meeting
periodically with the GMIS Training Committee to assess
the program, suggest new courses, make improvements when
needed, and determine courses to be offered at the various
events. The GAGMIS Training Committee in agreement with
the Vinson Institute of Government Program Manager may amend
agreement at any time. Costs associated with the program
manager or coordinator attending regular of call meetings
of the GA-GMIS Board will be invoiced to GA-GMIS.
ITLP Testing:
In lieu of testing, participants will be required to demonstrate
learned skills by completing one of the following:
OPTION “A”: Implementing a project which applies
the learned skills to improve on some leadership element
of the participant’s workplace through cost savings,
process improvement, service delivery improvement or by
improving the organization’s motivation and submit
a 3-5 page report. The written report shall include which
learned skills used, the process for improvement, and the
impact/results of the action(s).
OPTION “B”: submit a paper (5 – 7 pages)
summarizing what was learned and how learning was applied
or will be applied within the participant’s unit.
The Vinson Institute of Government Program Manager will
be responsible for reviewing and approving/rejecting projects/papers
and the GMIS training board will be the board of appeal
for participants whose projects do not meet Vinson Institute
of Government project/paper criteria.

by ITOS faculty and staff or their designees.

Amendments to this document may be made at any time with
the agreement of the GA-GMIS Board and CVIOG. Approval of
Agreement for a two year period beginning November 1, 2003
and to be renegotiated November 1, 2005:
